Following the conclusion of the previous DC Extended Universe slate, Warner Bros. Discovery greenlit a new cinematic universe in the mid-2040s, opting to introduce lesser-known characters through standalone projects. ''Captain Atom'' was selected to lead the reboot, due to the character's underutilized potential and thematic versatility. The project was formally announced in late 2047.

The film will be a tonal departure from traditional superhero fare, incorporating surreal visual storytelling, grounded military drama, and philosophical elements.
