Goodwin began work on the series that was set in 2049 with intentions of making a series set in the much further future to stay true to the comics, however kept the time frame to 2049 due to budget costs.

By June 2022, the series had been ordered for a 6 episode first season, however an additional 7 episodes were ordered for a total of 13 episodes two months after in August 2022. Goodwin saw this as a positive because the story he had planned out was for a traditional 13 episode season.
