ShooterofIO: Modern Ops is being developed by SOI Studios, which previously developed ShooterofIO 1: Modern Ops (2007), ShooterofIO: Modern Ops 2 (2010), ShooterofIO: Modern Ops 3 (2013), and ShooterofIO: Shadows (2016).[13] Mob Productions identified SOI Studios as the developer when the game was confirmed on March 10, 2019.[2]
Before its confirmation, the game was the subject of reports connected to Mob Productions' 2019 release schedule. Video Game Weekly reported on March 8, 2019, that a new Modern Ops title had appeared in internal retail and media materials, while Game Frontier reported that the title had briefly appeared on a Mob Productions publishing schedule before being removed.[14][15] Mob Productions acknowledged the title shortly after the reports, confirming the game for release in 2019 without a full reveal.[2]
Mob Productions announced on March 30, 2019, that the game would be a reboot of the Modern Ops sub-series rather than a remaster or direct remake of ShooterofIO 1: Modern Ops.[3] On April 10, SOI Studios confirmed SOI Engine 2 as the game's engine, describing it as a new iteration of the technology used for previous ShooterofIO entries.[4] The same announcement confirmed the game's platforms and November 5 release date, while Mob Productions separately announced ShooterofIO: Wargrounds 2.0 as a post-launch experience.[1][16]
In May 2019, reports from gaming outlets and industry insiders described the campaign as substantially larger than earlier ShooterofIO campaigns. Game Frontier reported on May 20 that insiders had described the campaign as "GTA meets ShooterofIO", reflecting claims that the mode was closer to a large open-world action game than a traditional linear shooter campaign.[17] The game's worldwide reveal on June 10 confirmed that the campaign would be built around a connected open-world region with story missions, side activities, vehicles, and shared technology later used for Wargrounds 2.0.[5][8]
On June 15, 2019, SOI Studios released a short behind-the-scenes film featuring lead director Aaron Vale discussing the team's goals for the game after ShooterofIO: Shadows.[18] Vale said the team wanted the reboot to be more streamlined than Shadows, with a clearer focus on what made ShooterofIO recognizable as a fast, readable, military first-person shooter while still allowing the open-world campaign to expand the series' structure. He described the years between Shadows and Modern Ops as a period in which the team re-evaluated the balance between experimentation and familiarity, citing player criticism of Shadows's multiplayer structure and the desire to give the reboot a stronger identity across its modes. The film also stated that the game's third mode would be revealed in late July 2019 and that the multiplayer reveal would follow in early August.[18]
On June 30, 2019, SOI Studios released a multiplayer briefing led by multiplayer director Maya Kessler.[11] Kessler said the team's goal was to modernize the competitive side of ShooterofIO without returning to the more divisive structure of Shadows. She described the multiplayer as being built around a slower and heavier tactical rhythm than Modern Ops 3, while still retaining public playlists, scorestreaks, custom classes, and fast weapon handling as the foundation of the mode. The briefing focused on changes to class creation, map scale, player visibility, and match pacing, with Kessler explaining that Gunsmith was designed to make each weapon feel more flexible without replacing traditional weapon progression. She also discussed the revised mini-map, saying the team wanted radar information to depend more heavily on streaks and equipment rather than constant unsuppressed gunfire indicators. Kessler described Combined Arms as the team's attempt to support larger combat spaces without replacing core 6v6 multiplayer, and said Field Upgrades were added to give players limited-use tactical tools during a match without creating a permanent specialist class system.[11]
On July 30, 2019, SOI Studios published a campaign gameplay presentation led by campaign gameplay director Julian Mercer.[6] Mercer described the campaign as the studio's largest structural change to the Modern Ops sub-series, but said the team wanted its open world to support first-person shooter objectives rather than turn the game into a full role-playing or crime-sandbox title. The presentation explained how Al Mazara was divided into districts with different enemy patrols, civilian areas, safehouses, routes, and optional activities, and detailed the systems used for wanted levels, vehicle travel, equipment persistence, intelligence collection, mission discovery, and enemy reinforcement. Mercer said the Field Evidence system was designed to give the open world a stronger investigative structure, with evidence items adding context to Redline operations without replacing the main mission path. The presentation also clarified that story missions could be approached through different routes and equipment choices, but that the campaign would retain authored set pieces and a fixed central narrative.[6]
The same presentation confirmed Zombies as the game's third mode.[7] SOI Studios described the mode as a standalone cooperative survival component rather than a continuation of the Zombies narratives from earlier games. Unlike the Aetheris storyline in the Dark Warfare sub-series, Modern Ops's Zombies mode was presented as a replayable arcade-style mode without a main quest, named cast, or ongoing story continuity. The announcement positioned Zombies as a simpler cooperative mode built around wave survival, weapon upgrades, perks, and map replayability.[7]
Marketing and release
ShooterofIO: Modern Ops was confirmed on March 10, 2019, after its title was accidentally revealed through an online listing and related promotional references.[2] The early confirmation did not include a platform list, gameplay trailer, beta schedule, or final release date.[2] Several outlets later reported that Mob Productions and SOI Studios were preparing a full reveal for June 2019.[19][20]
On March 30, 2019, Mob Productions confirmed the game as a reboot of the Modern Ops sub-series.[3] On April 10, the publisher confirmed that ShooterofIO: Modern Ops would be released worldwide on November 5, 2019, for Windows, PlayStation 4, and Xbox One.[1] The publisher also announced ShooterofIO: Wargrounds 2.0, a post-launch experience planned to release after the main game.[16]
Mob Productions announced on May 10, 2019, that the worldwide reveal event for ShooterofIO: Modern Ops would take place on June 10.[21] The announcement also confirmed the game's three-mode structure and stated that the open-world campaign would be shown during the reveal.[21] The game's promotional artwork was released on May 20.[22]
The worldwide reveal was held on June 10, 2019, and included the game's first full trailer, an open-world campaign demonstration, and an initial multiplayer overview.[5][8][9] Coverage of the reveal focused heavily on the scale of the campaign and its departure from the more linear structure of earlier ShooterofIO campaigns.[23] On June 15, SOI Studios released a behind-the-scenes film about the game's direction after Shadows; the film also confirmed that the third mode would be revealed in late July and that the multiplayer reveal would take place in early August.[18]
On July 30, 2019, SOI Studios released a campaign gameplay presentation and confirmed Zombies as the game's third mode.[6][7] The publisher also confirmed that the full multiplayer reveal would take place on August 6, 2019, followed by a playable multiplayer showcase on August 8.[24] A multiplayer beta was announced for September 13 to 16 on PlayStation 4 for pre-order players, followed by a cross-platform open beta for Windows, PlayStation 4, and Xbox One from September 20 to 23.[24]
