Production
Development

In August 2019, it was confirmed from insiders that a television series based on people who've commited "serious crimes" was in development from Freddie Goodwin and a second person, who at the time, wasn't known. In December of that year, it was confirmed Goodwin had started a company to help new film makers start making television series. Throughout 2020, development on the series had reached its peek when additional writers joined to help write the screenplays.
During the COVID-19 pandemic lockdowns, Goodwin and Bennett used video calling services to continue the writing process of the series. In June of that year, development returned to the office and had reached a point of "completion", however Goodwin felt the quality of the series wasn't "good enough for [Netflix] standards."
Mob Productions stated that the series was budgeted mainly by them, due to the less budget support given from Netflix. Mob Productions stated that the series would explore the issues of the systems that allowed Kane to escape capture for over a decade. At the time, it wasn't known by the developers who would portray Kane, but Goodwin said the "casting process" was underway soon. Following Crowe's casting in 2022, finalizations for design and screenplays had been completed.
Casting
In early 2022, it was announced that Russel Crowe had been cast as Dorian Kane. Crowe was stated to have been one of the toughest choices to cast as they wanted a actor who both can be scary and caring, and be able to switch between the two insanely easily. Charlie Hunnam had joinde the cast in a unannounced role.
Filming
Principal photography began on June 10, 2022, at Mob Productions' main studios in the United States and across New York City. Unlike some sets, the set of Monster: The Dorian Kane Story included therapists and mental health professionals. Filming lasted until September 2022, whilst reshoots occured until May 2023.
