Production
Development

In August 2019, insiders confirmed that a television series focusing on individuals who had committed "serious crimes" was in development by Freddie Goodwin and an unnamed second collaborator. By December of that year, it was revealed that Goodwin had also started a production company aimed at helping aspiring filmmakers develop television series. Throughout 2020, the series' development gained momentum as additional writers joined the project to assist in crafting the screenplays, marking a significant phase in the production process.
During the COVID-19 pandemic lockdowns, Freddie Goodwin and his collaborator, Bennett, utilized video calling services to continue the writing process for the series. By June of that year, the team returned to the office, and development had reached a stage of near completion. However, Goodwin expressed concerns that the series' quality was not "good enough for [Netflix] standards," prompting further revisions and refinements to meet the platform’s expectations.
Mob Productions revealed that the series was primarily funded by their own resources, as Netflix provided limited budgetary support. The production company emphasized that the series would delve into the systemic failures that allowed Dorian Kane to evade capture for over a decade. While the casting for Kane had not been confirmed during the early stages of development, Freddie Goodwin assured that the "casting process" was actively underway. Following the casting of Crowe in 2022 to portray Kane, the design and screenplays were finalized, marking the series' progression toward production completion.
Casting

In early 2022, it was announced that Russel Crowe had been cast as Dorian Kane. Crowe was stated to have been one of the toughest choices to cast as they wanted a actor who both can be scary and caring, and be able to switch between the two insanely easily. Charlie Hunnam had joinde the cast in a unannounced role.
Filming
Principal photography began on June 10, 2022, at Mob Productions' main studios in the United States and across New York City. Unlike some sets, the set of Monster: The Dorian Kane Story included therapists and mental health professionals. Filming lasted until September 2022, whilst reshoots occured until May 2023.
