Development
In August 2019, insiders confirmed that a television series focusing on individuals who had committed "serious crimes" was in development by Freddie Goodwin and an unnamed collaborator. By December of that year, it was revealed that Goodwin had also established a production company aimed at assisting aspiring filmmakers in creating television series. Throughout 2020, the series' development gained momentum, with additional writers joining the project to assist in crafting the screenplays, marking a pivotal phase in its production.
During the COVID-19 pandemic lockdowns, Goodwin and his collaborator, Leo Bennett, utilized video conferencing to continue writing the series. By June 2020, the team had returned to the office, and development neared completion. However, Goodwin voiced concerns that the series' quality did not meet "Netflix standards," prompting further revisions and refinements to align with the platform’s expectations.
Mob Productions disclosed that the series was primarily funded through their own resources, as Netflix provided limited financial support. The production company emphasized that the series would examine the systemic failures that allowed Dorian Kane to evade capture for over a decade. While casting for Kane had not been confirmed in the early stages, Goodwin assured audiences that the "casting process" was underway. In 2022, Russell Crowe was cast as Kane, allowing the design and screenplays to be finalized and marking the series' transition toward production completion.
Goodwin later explained that Bennett took on the bulk of the project's workload, while he remained available to step in as needed. Goodwin also expressed concerns about the show’s deep and dark themes, highlighting the challenges of creating realistic fictional serial killers and criminals while ensuring the portrayals were both believable and impactful.

In early 2022, it was announced that Russell Crowe had been cast as Dorian Kane. The casting decision was described as one of the most challenging, as the production team sought an actor who could convincingly portray both the terrifying and caring aspects of Kane’s personality, with the ability to switch between the two seamlessly. Additionally, Charlie Hunnam joined the cast in an undisclosed role.
Filming
Principal photography for Monster: The Dorian Kane Story began on June 10, 2022, at Mob Productions' main studios in the United States, as well as various locations across New York City. Unlike many productions, the set included therapists and mental health professionals to support the cast and crew. Filming concluded in September 2022, with reshoots continuing until May 2023.
