Development
Development on Spider-Man: Shadow of the City began as part of Mob Productions' early planning for the Mob Cinematic Universe, which aimed to introduce a range of characters across grounded, supernatural, and cosmic narratives. The project was conceived as a street-level entry point into the shared universe, focusing on Spider-Man operating in an urban setting with limited involvement from other super-powered figures.
By mid-2024, Jonah Markwell was hired to direct the film, with Elliot Graves attached as lead screenwriter. Sara Case later joined the project to revise the screenplay and align the film with the broader continuity of the Mob Cinematic Universe. Mob Productions president Freddie Goodwin was confirmed as producer.
