Development on The Good Officer began in early 2025 following Freddie Goodwin's desire to create a grounded police drama focusing on realism rather than action spectacle. Goodwin stated that the series was inspired by modern policing issues, officer burnout, corruption investigations, and procedural realism rather than traditional heroic depictions of law enforcement.
The series was officially ordered by HBO in June 2025 with a nine-episode first season. Production primarily took place in Chicago and Toronto, with additional location filming in industrial districts and active urban environments to enhance realism.
